Why all the loose dogs in South Del Rio?

There are 8-10 loose dogs running the streets of south Del Rio, down by the Winery. I have called animal control three times through the city department and confirmed there is a leash law, and then gave descriptions of the loose animals, along with precise locations. Nothing has been done.....are residents in this area just used to the fact that dogs roam the streets and get into trash, especially on trash pick-up day?
I have also seen owners out walking dogs, and most weren't using leashes, or disposing of their pets' messes they make. Is this normal for this area of town?

I've called animal control
I've called animal control before, several times, and they didn't do a thing. I agree completely with you Amor. I have several animals and I love them all. I used to work at a kennel and I know there are people here who love their animals, but I've also seen the people that just have them to have them. It's not fair to the animal but they don't care. Too amny people here in Del Rio think that their animals can just roam the streets and be perfectly fine. I have friends that don't even get their animals their shots. And then when they get sick they blame someone else. They think someone poisened them or if they ran off, they think someone stole them and it's not their fault. It's ridiculous the way people here think.
In New York, Letterman jokes
In New York, Letterman jokes about the rats. But in Del Rio, the cats are no laughing matter. There are well-meaning people who actually feed, attract and encourage breeding of feral cats, to the absolute disgust and fury of their neighbors.
The logical intermediary in these turf wars is the animal control division of Del Rio's Community Health Services Department. I disagree that they don't do anything when called, but they must be overwhelmed because my neighborhood and many others are simply crawling with feral felines. If unvaccinated, filthy, roaming and proliferating (nice word for it, eh?) cats are not a health threat, I can't imagine what is.

Do as we did – go buy a live trap (or two), get ‘em in the cage and then call animal control – they’ll come pick ‘em up.
We donated the traps to animal control thereafter so they should have some for you to use.
I have a couple of neighbors
I have a couple of neighbors that do that but I catch them before my wife sees them because she will then try to adopt them. I either hand them out to good homes or give em over to the Vet by the community center. I irritated one neighbor who came looking for her kittens all of whom had managed to travel about a half a mile looking for food and water, I told her yes I had seen them and they all now had good homes and if she wanted to track the people down to get them back, she could by all means do so. But that if they came back again I would give them away again.
I don't know about that
I don't know about that particular part of Del Rio but the apathy of the animal control is pretty much a City wide thing. If you just call them they will ignore you. If you go and make a stink and get names and turn them into the City manager when they fail to act you will get results. No things shouldn't be like this but hey, ipso facto.
The failure of the overall enforcement of the animal control ordinances have in turn caused a form of pet owner apathy. No one cares if their dog, barks, defecates on or urinates on or tears up anyone else s property. Oh they will scream bloody murder if their unleashed pet gets run over or eats something that kills them but other than that too many of the pet owners here are like all to many of the parents here. That is; they treat their pets and children as a possession rather than a responsibility. Put differently too many people here have children and pets for the [idea] of them rather than for the love of them. And that is pretty danged despicable in my book.
