Khoury's Stonegate Apartments

There are lots of suspicions arising out of the very poorly worded op-ed piece by the Senior Staff Writer at the local rag concerning the apartments proposed for King's Way (she admittedly wrote that she could find nothing more exciting about the city council meeting to write about). Among these rumors: that this is a HUD housing project that will be built next to the $200,000 homes in Ceniza Hills, that the project is somehow related to the developer leading the charge to kill the SE Ranch, and that this is a corrupt deal altogether.

Who can benefit from these apartments? Will young couples be able to get credit and buy one of them? Or will they be build for rich people only?

Everyone can benefit from these apartments. And they are for rent only, as far as I know. Usually condominiums are for sale and apartments are for rent, sorry that particular distinction in terminology only happens in the U.S as far as I've ever noticed. As to the rest of your question, I'd say stop by there and have a look since they finished building them some time back. They are just the kind of apartment that you would expect in a City like San Antonio, Houston or Austin and not the small town "oh heck that's good enough" crud that we all seem to be cursed with here.

But my other questions, specifically about traffic patterns? number of anticipated residents?
Not all apartment complexes in Del Rio are unattractive. Not all invite lowlifes to reside in them. Granted they are mostly old. New, however, doesn't always mean better. And you must admit that their construction so quickly after the SE debacle is slightly suspicious.
As to his large shack in my end of town, I take it that Mr. Khoury is aiming to be "top dog" on Al Gore's "hit list"? Sorry. Couldn't resist that.

Actually whirlwind, Nick was asked about the SE Ranch and his timing for his apartments. If I remember correctly he stated that the Stone Gate apartments had been in the works for some 12 to 18 months before David Earl even began the ground work on the SE Ranch deal. Now as to whether or not the sudden wealth of housing that would have been available would have had an impact on filling the apartments? Well I can't answer that one, not sure if anyone can, but usually most of those in apartments are there to stay and homeowners hate apartments and stay in them for only as long as it takes to find a home to purchase.
As to traffic patterns, Well, Kings Way as you know has been redone for most of it's length and is a straight shot to HWY 90 from there for any Air Force people who may move in. It's also a pretty straight shot to the High School and there is of course the School right behind it. I just wish I had the money to by the old GIDIBUFR gas stop on that corner. With these apartments going up, it will become a viable location again.

Thanks for the 12-15 months info--that's the first time I'd heard that. And I can take your word for that. But Kings Way is already a nightmare. I work at the High School, and unless you are on that road by 7:00 AM, you're in a traffic jam. That is going to be a real problem.
Teachers and folks trying to get children to two schools in the same area, with only one real main artery, are going to have major gripes. The city needs to devise a second artery into that area. Everything converges at Kings Way and Cantu. Awful! The city planner needs to come up with a by-pass to the west that somehow would merge traffic in at another point, possibly close to the airport. I'm clueless as to the feasibility of this, but I've no doubt city planners could determine and implement some solution.
I wonder if stop lights
I wonder if stop lights would help at Cantu and King's way. I will admit that I have been to chicken to travel through there at the time you stated. Shudder!
Call me a pessimist though, until someone gets hurt, they won't put up lights, nor will they design a bypass. I mean look at what happened with the border crossing access road issue. Oh and they can't even pick up trash. Which by the way one of the big empty lots on Bedell down from Wally world was getting mowed today. And they even pickd up the trash, well after they shredded it into a zillion pieces but they picked it up. And with all the tall weeds gone the bags can blow more freely. Danged if you do danged if you don't :)

There IS a stop light at Cantu and Kings Way, right by the admin. bldg. Which intersection did you think I meant? I get confused sometimes, but I believe I had the right one. At any rate, the one I mean is the big intersection by the District office, the college, and the new housing developments. Traffic is HORRIBLE there in the mornings.

Ooops no it was me being confused, you got the right one. I was thinking of the intersection just north of it. I've thought about it a little more, and I drove out that way on my way home from work. I think you may have hit it right on the head with the bypass idea. I do know that the loop will one day be a true loop and will pass on the West side of Del Rio. We can only keep our fingers crossed in the hopes that it will indeed help.

Why do we always suspect the negative? Why are we automatically suspicious of folks with money? Granted, corruption and greed are alive and well in Del Rio. But can we look beyond that?
I, for one, was delighted when the SE project failed--even though the city may be financially liable and our tax dollars will pay for the initial mistake. That is a done deal, though, and let's not waste time rehashing it. And the borders of Laughlin have been protected, at least for now.
I HAVE wondered for some time, however, why Mr. Khoury is in Del Rio. What drew him here? When did he come? From where? What prompts his altruism? What are his motives? He has undoubtedly enabled the city to grow and prosper, as well as himself.
My immediate questions concern the apartments on Kings Way. They ruin the landscape (in my opinion). Aside from that, what about traffic? We have no other artery to accommodate that than Kings Way. How many residents are expected to fill the apartments? How will the buildings affect sewage? I had hoped for more modest buildings, one-story, at any rate. Having been absent from Del Rio for a few months, I have not seen the progress of the construction. What about landscaping? All I have heard from friends who live in the immediate vicinity are negative comments. I'm just glad I would not have to navigate that area to and from work.
Make a believer of me. Prove Mr. Khoury's altruism. And explain his large (the rumor--repeat, rumor--that I've heard) house in South Del Rio.

It's been a while since I have actually sat down and looked in on LIVE! That’s why it took me a few days to read your questions. (I was not ignoring your post)
I don't know how much I can add to what's already been said by others, but let me simply add the following;
Prior to buying Ram Country in 1997, I had never been here, in fact for the first several months of operating the dealership I was commuting from San Antonio, Del Rio truly grew on me in a very positive way and when I got married in 1998 I gave my wife the choice to move, after long discussions we both concluded that we absolutely enjoy this town, its people, the friends we have here, the quite life style and most importantly the lack of traffic and congestion that big cities have, thus, we decided to build our dream house and call Del Rio home for years to come.
As to Stonegate, as I began to liquidate my holdings in San Antonio, El Paso, Lubbock and other cities, I decided to re-invest the money where it could benefit Del Rio as well as yield me a decent return, so I began my dealership expansion and acquisition of the Jeep, Scion, and Hyundai dealerships to bring more choice to the local buyer, and when the expansion was complete I started studying the down town area as well as the need for apartments and made a decision to do what I felt was a good thing for the community, and that is how we got to this point.
As to the timing, I assure you that my projects had been long underway in the design stage before I had ever heard about SE Ranch.
Finally let me say that my living here in Del Rio is by choice, my family's happiness here in Del Rio is by Choice and I will continue to be a part of this community’s positive growth in every way I can.

Good answer Mr. Khoury! I believe you answered alot of the questions people had as to your appearance in the 'oasis on the desert.' Hopefully you would undertake the aquisition of another block of downtown soon and bring more amenities that the town so desperately needs and wants.

Well "Whirlwind" as to the house, yeah I refer to it as the Khoury Mansion and it will definitely be a stop on the tour of Del Rio LOL, and yes an apt description of it would be "it's freaking huge". As for why Mr. Khoury is in town the old Toyota dealership was in trouble "of a sort" and Mr. Khoury was looking to buy a dealership. That's why he is physically here. As to his altruism? All I can tell you about that is that I know him personally and I consider him to be a good man, so to me given the wherewithal "which he obviously has", altruism would fall right in line with the type of person that he is. To me simply being a transplant does not preclude one from growing to love, truly caring for and investing in a given community.
Try not to picture your typical Del Rio "half assed" apartment complex when you visualize the Stone Gate appts. What is up so far doesn't look to bad although nothing is finished as of yet. And I understand that it will be well lit, well cared for and nice looking. And to me it looks a lot better than the previous wide open view of the backyards of "some" of the neighboring packrats and the trash laden empty lot. We have needed "higher end" apartments in this town for some time. I'm wondering if a lot of the negativity towards the Stone Gate appts, is because the typical appt complex here is a haven for all the bad things that our town has to offer and people are simply assuming "based upon experience" that the same thing will now happen right in their own back yards.
I would like to repeat a question that I put in my little rant of "why Eagle Pass got it and Del Rio didn't". The question is; why do people in Del Rio, attack that which they don't understand. Oh they question it but only amongst themselves and never the actual source, so the rumors take on a life of their own. You even said it yourself "Whirlwind", "Why do we always suspect the negative? Given that you stated that you have "been absent" from Del Rio at least you asked the question, while those that are here just gripe and complain. I have never seen nor have I heard of Nick turning away someone from asking him a question. I actually feel for him because no matter what he does, people question it. Why can't they take it for face value, and trust just for once, that unlike some in Del Rio, not everyone is a crook who is in it for self serving purposes.

Mr. Khoury is in the Del Rio for the same reason that must of us chose this place to live; a nice, friendly city, where a family can be safely raised. He is an enterpreneur that has invested in the City and prospered, as anyone would expect to do after carefull planing. He has generated jobs and beautified areas (like downtown) with his investments. He should be praised instead of planting improper questions in the minds of the readers.

As to the shack on our end of town – when someone builds something of this magnitude it’s a strong indication they plan to stay rooted for generations and is probably the reason he gives so much to the community.

I wish there were better quality apts in Del Rio. Most of them are old and not very well taken care of. At least the Stonegate ones are ok. Hopefully they will build some better ones out going towards the base area.

I am well aware that free speech is a basic tenement of our society, but I still think that people or at least some of them shouldnt be allowed to make declarative statments with no factual basis, especially when the only basis that they are indeed given is from ignorance. Just to make things as clear as possible and hopefully educate "donuts", I will first start with HUD "The Dept of Housing and Urban Development". I wont post a book here but pls visit http://www.hud.gov/ and educate yourself. Then come back and I will be glad to engage in a discourse with you about it.

Your statments lead me to believe that you fit the bill for that one.
Have you done any research at all on what these individuals have "done for this community"? Versus what you think and have no proof of, of "what they have done to this community"? Have you any idea of the personal courage it takes to not only risk your family and your life's savings by starting a business but then to risk it all over again because youre fighting for something you believe strongly in? I fear that in this, its entirely possible that you are clueless so I will define this also for you:

Now as to the low income housing you are referring too. What low income housing?? Please help me here, the only factual information that I can find is Mr Khoury's statment that these will be "High End" apartments, which just for your edifiation, means the opposite of Low end. Or is this opinion brought on by your misunderstanding of HUD? This town has been in need of just such an appartment complex for a long time. The appartments that are available would in most communities be determined to be low end. I would have built it if I had the money and Mr Khoury hadnt beat me to it.
And as to your comment on "killing a job creating SE ranch development" I give you a bigger SIGH!! and I urge you to go and read some of the other posts of this news organization or failing that obtain and read the SE Ranch proposal and again I would love to engage you in a spirited discourse following your education.

Reputations of any person, be they poor or financially successful, of community minded individuals is established, over time, by actually contributing to the betterment of life for others, with financial contributions, time giving and/or encouraging moral support, while in turn earning a paycheck or operating friendly consumer related businesses, which all offers diversity to our area in a common tread of community minded individuals.
In this process of community betterment work, some become unsolicited public figures that may draw, unjustly, criticisms from those who may be jealous, may have a hidden agenda, but in almost all cases, never give of their resources for the betterment of others. Rather they attempt try to tear down instead of build and improve for our area’s citizens, be they children, young adults or senior citizens.

Then get a HUD loan to build your own version of SE Ranch, low income HUD housing and all, next to my $178,000 home. I guess they were looking out for the poor folks on that one. The original SE Ranch was too far away from town. Gas prices are rising. They did the poor a favor and saved them money. Ron Burton has been bought the same way as so many others. He started analyzing and critizising business ventures (very rudimentary by the way) and presenting his results to City Council. WHY didn't he analyse the huge profit to be made by the Stonegate apartments? Could it be that he is paying back for his position in the committee? Dog does not eat dog!

Khoury and company want to horde all of Del Rio to themselves. The Save Laughlin campaign was an effort to force out a San Antonio developer so they can be the biggest fish in the small pond. Watch out Del Rio! The money people like Khoury, Kusenberger, Whitehead, Cauthorn, Larson and etc are going to do what they want now that they have their puppets like Valdez, Wrob and Cadena-Craig installed on city council.

If you don't like Del Rio, move. Where do you work? These people provide jobs to the City of Del Rio. I guess if you had millions you would keep it to yourself and not open business after business to employee people and give them the where-with-all to buy a car, a home or dine out. Look in about any town or city and you will find there are only a few who do most all of the investing and contributing. They take risks, you don't and still expect everything.
